THE ITALIAN AGENCY FOR COLLECTIVE BARGAINING FOR THE PUBLIC SERVICE (ARAN)
Set up under Law 29/1993 (the new reform law for the public service) and with offices in Rome, ARAN, the representative agency for collective bargaining for the public service, is a technical organism with the legal status of public rights and organizational, managerial and accounting autonomy.
ARAN is legally responsible for all the national collective bargaining for the public service. Thus, ARAN carries out all activities associated with negotiation and settlement of collective contracts for the personnel of the various sectors of the public service, including the authentic interpretation of contract clauses and the regulations governing union relations within the public service.
In carrying out its duties the Agency follows the procedures set by the Sector Representative Committees (collective bodies set up to represent the same categories within the administrations) with the autonomy required to meet the needs of appropriate and workable negotiation procedures.
As well, ARAN assists the public service in overseeing the equal application of the collective employment contracts and, on the request of the sector representative committees, it is able to set up temporary delegations, regionally or between regions in order to meet the specific needs of those administrations involved.
Being the only body able to negotiate for the public service, ARAN is, therefore, a constant reference point for the entire system of collective bargaining.
